Show neSmiK regions throgught the trace Extrae::PartialTracer

Right now the partial tracer only enables and disables extrae based on the user's desired settings.

However it would be interesting to add all the neSmiK events on the trace, this change would require Extrae to be enabled and disabled every time a region is started/stopped while we are out of the regions of interest.

We probably want to enable and disable this feature with an environment variable. NESMIK_PARTIAL_TRACER_TRACE_REGIONS, maybe?
