feat: Improve region summary report structure and content

Refactor how region summaries are generated and displayed to include more detail about starts, stops, overlapping status, and thread safety.
Ensure that regions are only added to the report if requested, if there is a mismatch in starts/stops, if the region overlaps, or if it is not thread-safe. Unless the user sets a variable to show all regions in the report.
