Restructure CMake and add nesmik help

Restructures the CMake to compile the nesmik binary without the extrae
and dlb dependencies.

It adds infrastructure to easily gather the environment variable names
and descriptions.

TODO Properly separate the dlb and extrae wrappers so that are clean
interfaces without having to expose them to the rest of the code.
