Added documentation to the existing FTI test suites

A new read-the-docs sections is added for developer tools.
This new section guides developers to understand the extra resources existing in FTI.
This patch adds documentation about the existing test suites.
Also, all ITF file functions have been commented in-code and are now fully-documented.
