Add bootstrap script. Fix #1137

The usual 'autoreconf -fiv' is still valid and can invoked as a general rule.
However, if the user wants to reduce the overlinking produced by libtool, this
script will do the autoreconf and will patch ltmain.sh with the necessary changes.
